Federal Update for Thursday, August 18, 2011

Yesterday, the White House Office of Management Budget (OMB) Director Jacob Lew issued budget guidance to all executive agencies on their FY2013 budget submissions, noting the new discretionary caps and targets laid out in the Budget Control Act of 2011.

In the document, Lew asks all agencies to submit a FY2013 budget request that is five percent below the FY2011 enacted levels.  As a contingency plan, the guidance also includes a request that agencies submit plans with funding levels 10 percent below the current levels.

At the same time, the document requests Department and agency heads to highlight and identify programs on which to "double down," those programs that they believe "prove the best opportunity to enhance economic growth."  The agency budget requests are to include "priority" investments they propose to expand or protect.
